Sumire kept telling herself (she wasn't crazy enough to say it out loud though) that if she wanted to, she would have no trouble seducing Natsumi. All she had to do was say she was inviting her to dinner and the younger girl would accept - if she could save money, she was willing to accept anything.
So why didn't Sumire make the first move if it was so easy? The reason was obvious: she was a star, she'd been on TV, it wasn't her place to stoop so low!
(She ignored Keke telling her that she was just a coward).
