i wouldn't give admin powers to any tag wrangler, you can assign wrangling powers to regular users
to make a user a wrangler: admin panel > find users > search a username, pick one > click the "tag wrangler" check box then click the "update" button i did this with my main superlove account so i don't have to hop on admin unless i'm doing renames :P
